I understand that your cousin, S.M. Dodwell, has now returned tɔ the United Mingdom, and as he was a member of the Executive Council of Hong Kong at the time when the Owen Report was under consideration by the Council, it has been suggested that he might be in a butter sition than either of you to advise us in regard to matters arising on the keport, especially as they affect trading interests.
